From April 1 to April 3, Ma Xingrui, Deputy Secretary of Guangdong Provincial Party Committee and governor of Guangdong Province, led a delegation of Guangdong Provincial Government to Russia for a friendly visit, for the purpose of promoting bilateral exchanges and deepening local cooperation between China and Russia.

During the visit, Ma Xingrui met with Governor Andrei Vorobiyov of Moscow. Both parties made positive comments on the practical cooperation between Guangdong Province and Moscow in economy, trade, education, science and technology and other fields.

On the morning of April 2, Ma Xingrui met with Sergei Delzev, the First Deputy Minister of the Ministry of Far East and Arctic Development of the Russian Federation. Both parties reached consensus on further improving the level of trade and investment cooperation between Guangdong and Russian Far East, and jointly attended the China (Guangdong) - Russia Economic and Trade Cooperation Roundtable.

The roundtable took the 70th anniversary of the establishment of China-Russia diplomatic ties and the year of China-Russia regional cooperation and exchange as the opportunity, took “the cooperation opportunities for Guangdong-Russia economic and trade cooperation under the construction of the Guangdong-Hong Kong-Macao Greater Bay Area”as the theme. Ma Xingrui, Li Hui, the Chinese ambassador extraordinary and plenipotentiary to Russia, Teltsev, the First Deputy Minister of Far East and Arctic Development of the Russian Federation, and Tianov, Director of the Department of Asia, Africa and Latin America of the Ministry of Economic Development attended the meeting and delivered speeches. About 120 representatives from the governments, enterprises and media of both countries attended the meeting.

Ma Xingrui pointed out at the meeting that it is desired that China and Russia can earnestly implement the series of consensus reached by the leaders of both countries, firmly grasp the strategic opportunities in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the construction of “the Belt and Road”, and continue to expand trade cooperation in mechanical and electrical products, energy and light industrial products, increase two-way investment, strengthen cooperation in scientific and technological innovation, deepen connectivity, further improve cooperation mechanisms and improve the level of cooperation.

Representatives from 10 Russian enterprises including Novatek, Russian Post, Russian Telecom, etc. as well as the enterprise representatives in the Guangdong-Hong Kong-Macao Greater Bay Area such as Shenzhen Metro Group, ZTE, Huawei, GAC Group, Bauing group, Jiufeng Group, etc. conducted friendly exchanges on deepening Guangdong-Russia economic and trade cooperation under the background of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.

Gu Pu, Executive Vice President of Bauing Group, participated in the roundtable meeting on behalf of the group and contacted with enterprises in related industries in Russia to discuss matters about enterprise economic and trade cooperation. In the interview with the media, Executive Vice President of Gu Pu also expressed opinions on the enterprise development of Bauing Group and the idea of deepening the economic and trade cooperation between enterprises Guangdong-Hong Kong-Macao Greater Bay Area and Russian enterprises.

During his visit to Russia, Ma Xingrui met with President of Moscow University Sadovniqi and Director of the Russian State Direct Investment Fund respectively, made exchanges and discussion on further strengthening cooperation in education, science, technology and financial investment to boost the development of real economy and scientific and technological innovation in both countries. Ma Xingrui and his delegation visited Greenwood International Trade Center and Skolkovo Innovation Center, attended the unveiling ceremony of the Russian subsidiary of GAC passenger vehicles, and conducted exchanges with research and development institutions and enterprises in Moscow to promote cooperation between Guangdong and Russia in more fields at multiple levels.
